Plan of Evacuation

Evacuation

The Plan of Evacuation should be used immediately when there is imminent threat to the individuals on campus or security of the campus due to a threat of or sudden violent act.

 

The Plan of Evacuation should be used when there is advanced warning of a tornado or other crisis putting those at the campus in danger and the Crisis Management Team deems it advisable to evacuate the campus or classrooms.  It could also be used after a natural disaster if the disaster destroyed or severely damaged the electrical or other utility-supply capabilities of the campus.

 

Suggested information given by the Notification Team includes:

1.      A brief statement concerning the nature of the crisis or impending disaster.

2.      Campus is to be evacuated immediately, and when appropriate except for pre-designated, emergency-duty personnel.

3.      The direction of area of least danger, to use for safest evacuation.

4.      The direction of area of most danger to avoid, if possible.

5.      Any specific information concerning roads which are known to be out of service.

6.      Instructions to all departments to implement appropriate actions for safety of personnel and property.

Actions to Evacuate

In the event of an emergency requiring the evacuation of the building, everyone will be directed outside through the closest, safe exit. In the event of power outage, the exit signs will be lit with emergency lights.

 

In the event of an emergency requiring evacuation of classrooms to safe shelter, such as a threat of a tornado, all individuals will be directed to the Financial Services, Bookstore and the Student Lounge areas.

 

All personnel will remain away from the building or at the shelter under the control ranking staff member until an all-clear signal is given, or until a “report-back” message is received.

Evacuation Procedures for Classrooms

1.      The ranking staff member on duty will sound the fire alarm. An announcement will be made throughout the building, if possible by going to each classroom to ensure anyone in the room has heard the alarm and is evacuating the building.

2.      After sounding the alarm, the ranking staff member on duty will notify the building security on duty of the pending problem

3.      Upon hearing the alarm, all occupants will evacuate the building immediately via the nearest accessible exit, or to the closest shelter area.

4.      Instructors will take their attendance roster and inform students to assemble at a safe location for an accounting of personnel.

5.      The ranking staff member on duty will ensure that the responding Emergency Services Personnel arriving are informed of any occupants who are not accounted for.

6.      Any emergency situation or viable threat in the classrooms must be reported to the Dean.

Stay in rooms, locking doors or evacuate immediately through the closest secured exit.  If deemed necessary for safety and the only viable exit of escape is a window due to a blocked doorway, break the window using a chair or folding table in the classroom.  The windows are very tall so avoid falling glass from the top as it breaks.

Winter storms and ice

Most likely classes will be cancelled prior to a severe hazard of ice or winter storm becomes a threat, but should either occur while the building is occupied and it becomes necessary to evacuate the building use the nearest exit.  Exercise care to avoid falling on the ice built up on sidewalks and care in driving as the roadways will also be slippery.

 

EVACUATION INFORMATION

 

Situations requiring evacuation could include but are not limited to the following:

Natural gas leak

Flammable liquid spill/and or release

Bomb threat

Power failure

Hostage situation

Hazardous chemical spill/and or release

Tornadoes

Flooding

Winter storms

In the event of a fire alarm, the San Antonio Police and Fire Department will be dispatched to the location of the alarm to lead the evacuation effort.
